What does "licensed in Italy" actually mean?

In Italy, only operators holding a remote-gaming concession (gioco a distanza, GAD) from the Agenzia delle Dogane e dei Monopoli (ADM) may offer online sports betting. No concession, no right to operate. The ADM regulates the market, awards the concessions and publishes the register of authorised holders.

So what does a concession tell you? That the operator is legally allowed to offer what it covers. That's it. It doesn't promise the best odds, or zero disputes, and it certainly doesn't make your bets profitable.

One concession for every game

The Italian twist is that the GAD concession is unified. One holder is authorised for all remote games at once. Online casino, poker, bingo and scommesse sportive (sports betting). The official register doesn't split holders by game type.

That means the list above covers every concession holder authorised for remote gaming, not just the ones taking sports bets. Some brands only run casino in practice. The register also shows the company holding the concession, which may not match the site's brand. One company can run several .it domains, sometimes under several concessions, each with its own number (the codice). And a licence from another country doesn't replace the Italian concession.

Why doesn't OddScore track every licensed bookmaker?

The regulator's list and OddScore's coverage answer two different questions. The ADM tells you who's allowed to run remote gaming in Italy. OddScore tells you which operators are currently plugged into its odds comparison.

So a bookmaker can be licensed without being tracked by OddScore. It works the other way too. The "Tracked by OddScore" badge never stands in for a check with the regulator. It just means the platform compares some of that operator's odds.

How can you check yourself that a bookmaker is licensed?

No third-party list replaces the official register, ours included. To check an authorisation:

1. Find the concession number (codice) and the ADM logo in the site footer.
2. Open the ADM register of concessionari.
3. Look up that number in the official register.
4. Check that the domain you're on is the one officially declared.
5. Check that the concession is active.

Step four is the one I'd never skip. Anyone can paste a logo into a footer. Getting a domain onto the register is another story.

Bonuses and free bets: Italy's rules

In Italy, bonuses are allowed but tightly controlled by the ADM, while all gambling advertising has been banned since 2019. Article 9 of Decree-Law 87/2018 bans any form of advertising, even indirect, for games and bets with cash winnings. Sponsorship has been covered too since 1 January 2019.

The bonuses themselves fall under ADM Directorial Determination 167944/RU of 18 March 2024:

• a fixed-odds bet can use no more than €100 of bonus;
• no early payout (cash out) on a bet placed even partly with a bonus;
• each licence has a monthly cap on the bonuses it hands out;
• the operator has to publish its bonus types and their terms.
