What does "licensed in Germany" mean?

In Germany, an operator may offer online sports betting (Sportwetten) only if it appears on the whitelist of the Gemeinsame Glücksspielbehörde der Länder (GGL). Since the Glücksspielstaatsvertrag 2021, the GGL is the joint authority of the sixteen Länder responsible for licensing operators and enforcing the framework.

The list shown above covers the Sportwetten category only. It does not include online casino games (virtuelle Automatenspiele), online poker or horse racing betting. A licence confirms that the operator may legally offer the covered activity: it does not guarantee the best odds, the absence of disputes, or profitable betting.

Whitelist and distribution channel

The whitelist also specifies the authorised channel. Some companies are licensed for the online channel, others only for physical outlets (stationär), and others for both. For online sports betting, only a licence covering the online channel counts: a licence limited to stationär is not enough.

The whitelist shows the company that holds the licence, often a company incorporated under Maltese or German law, which may differ from the commercial brand known to the public and may operate one or more domains. This is why the table above shows both the brand or the site and the holder of the licence. A licence issued in another country does not replace the listing on the German whitelist.

Why are some licensed bookmakers not tracked by OddScore?

The regulatory list and OddScore's coverage answer two different questions. The GGL indicates which operators are licensed to offer Sportwetten in Germany. OddScore indicates which operators are currently integrated into its odds comparison system.

A bookmaker can therefore be legally licensed without being tracked by OddScore. Conversely, the "Tracked by OddScore" badge never replaces verification with the regulator: it only signals that some of the operator's odds are compared by the platform.

How can you check for yourself that a bookmaker is licensed?

No third-party list replaces the official whitelist. To check a licence for yourself:

  1. Open the GGL whitelist.
  2. Search for the company, brand or domain concerned.
  3. Confirm that the licence covers Sportwetten.
  4. Confirm that the online channel is covered (not only stationär).
  5. Confirm that the domain used matches the officially declared domain.
