What does "licensed in Germany" mean?

In Germany, an operator may offer online sports betting (Sportwetten) only if it appears on the whitelist of the Gemeinsame Glücksspielbehörde der Länder (GGL). Since the Glücksspielstaatsvertrag 2021, the GGL is the joint authority of the sixteen Länder responsible for licensing operators and enforcing the framework.

The list shown above covers the Sportwetten category only. It does not include online casino games (virtuelle Automatenspiele), online poker or horse racing betting. A license confirms that the operator may legally offer the covered activity: it does not guarantee the best odds, the absence of disputes, or profitable betting.

Whitelist and distribution channel

The whitelist also specifies the authorized channel. Some companies are licensed for the online channel, others only for physical outlets (stationär), and others for both. For online sports betting, only a license covering the online channel counts: a license limited to stationär is not enough.

The whitelist shows the company that holds the license, often a company incorporated under Maltese or German law, which may differ from the commercial brand known to the public and may operate one or more domains. This is why the table above shows both the brand or the site and the holder of the license. A license issued in another country does not replace the listing on the German whitelist.

Why are some licensed sportsbooks not tracked by OddScore?

The regulatory list and OddScore's coverage answer two different questions. The GGL indicates which operators are licensed to offer Sportwetten in Germany. OddScore indicates which operators are currently integrated into its odds comparison system.

A sportsbook can therefore be legally licensed without being tracked by OddScore. Conversely, the "Tracked by OddScore" badge never replaces verification with the regulator: it only signals that some of the operator's odds are compared by the platform.

How can you check for yourself that a sportsbook is licensed?

No third-party list replaces the official whitelist. To check a license for yourself:

  1. Open the GGL whitelist.
  2. Search for the company, brand or domain concerned.
  3. Confirm that the license covers Sportwetten.
  4. Confirm that the online channel is covered (not only stationär).
  5. Confirm that the domain used matches the officially declared domain.

A GGL license says nothing about the odds themselves or about how much is at stake once you bet — that broader picture is covered in the risks of sports betting.

Responsible gambling — a license does not remove the risk. Sports betting carries a risk of financial loss. A regulatory license does not make gambling risk-free. Set a budget, do not chase your losses and use the available limit-setting or self-exclusion tools. Learn more about responsible gambling.

Frequently asked questions

What is the GGL whitelist?

It is the official list of licensed operators in Germany, maintained by the Gemeinsame Glücksspielbehörde der Länder. An online Sportwetten operator must appear on it with a license covering that channel.

How can I check whether a site is licensed?

Search for the company or the domain in the GGL whitelist, then confirm that the license covers Sportwetten and the online channel (not only stationär).

What is the difference between the company and the brand?

The whitelist shows the company that holds the license (often a Maltese or German entity), which may differ from the commercial brand known to the public and may operate one or more domains.

Is a foreign license enough in Germany?

No. The operator must appear on the GGL whitelist with a license valid for Germany. A license issued in another country does not replace this listing.

Why does the OddScore list differ from the official register?

The whitelist lists licensed operators. OddScore only tracks some of them to compare their odds. A sportsbook can be licensed without being tracked by OddScore.

Sources & methodology

Methodological transparency

This page relies on the official whitelist published by the Gemeinsame Glücksspielbehörde der Länder (GGL), filtered on the Sportwetten category and the online channel. The last verification date shown in the box is authoritative; in the event of a recent change, the official source remains the reference.

  1. Start from the official GGL whitelist, never from OddScore's technical coverage.
  2. Keep only the companies licensed for Sportwetten on the online channel.
  3. Distinguish the company that holds the license from the brand known to the public.

A license shows who is allowed to operate. OddScore shows how odds move.

OddScore compares the prices of several sportsbooks tracked in Germany to make market movements easier to read. Being present in OddScore is neither a recommendation nor a regulatory endorsement.
