What does "licensed in Brazil" mean?

The Brazilian betting market was regulated only recently, and it was regulated all at once. Before the framework created by law nº 14.790/2023 came into force, the offer came overwhelmingly from operators based abroad, with no local authorisation. Since then, operating fixed-odds betting requires an authorisation issued by the Secretaria de Prêmios e Apostas, attached to the Ministry of Finance, and the list of authorised companies is published by that same authority.

That explains the size of the list above: it does not record a handful of long-standing players, but an entire market that entered legality at the same moment.

The simplest marker: the .bet.br domain

A brand authorised in Brazil operates under a .bet.br domain. It is the most useful feature of the Brazilian framework for a bettor: it turns the check into an immediate visual one, with no register to consult. A betting site addressing the Brazilian public without being on .bet.br is outside the legal framework.

For each row, the register also publishes the holding company and its CNPJ — the tax identifier of Brazilian companies. Two very different brands can therefore belong to the same holder, something the trading name alone does not reveal.

One authorisation, up to three brands

The authorisation is granted to a company, and it can cover several brands. In the official list, no company exceeds three authorised brands, each with its own domain. That is a structural difference from European markets, where the usual pattern is one licence per brand.

In practice, the "Licence holder" column on this page is therefore often more informative than the brand name: it reveals groupings that the sites' commercial styling does not show.

Why are these bookmakers not tracked by OddScore?

The regulatory list and OddScore's coverage answer two different questions. The SPA/MF says which companies are authorised to operate fixed-odds betting in Brazil. OddScore says which operators are currently integrated into its odds comparison system.

Some names in the Brazilian register match operators tracked by OddScore on other markets, but they are separate Brazilian legal entities. No "Tracked by OddScore" badge is therefore shown on this page until the match has been verified market by market.

Why does the list change?

A regulatory list is never final. The SPA/MF regularly publishes new authorisation orders, corrects some of them, records the addition or change of a brand, and can suspend or withdraw an authorisation. As the market is recent, those movements come faster than on markets that have been settled for years. That is why the last-verified date should always be read together with the list.
