Bookmakers licensed in Brazil by the SPA/MF

What does "licensed in Brazil" actually mean?

Brazil regulated its betting market late, and it did it all at once. Before the framework created by law nº 14.790/2023 came into force, most of the offer came from operators based abroad, with no local authorisation. Now, running fixed-odds betting needs an authorisation from the Secretaria de Prêmios e Apostas, which sits under the Ministry of Finance. The same body publishes the list of authorised companies.

That's why the list above is so long. It isn't a handful of long-standing names. It's a whole market that stepped into legality at the same moment.

The easiest check: the .bet.br domain

A brand authorised in Brazil operates on a .bet.br domain. For you, it's the handiest rule in the Brazilian framework. One look at the site's address tells you a lot, and you don't need to open a register. A betting site aimed at Brazilian players that isn't on .bet.br sits outside the legal framework.

Row by row, the register also gives the holding company and its CNPJ, the tax ID of Brazilian companies. So two brands that look nothing alike can belong to the same holder. The trading name on its own won't tell you that.

One authorisation, up to three brands

The authorisation goes to a company, and it can cover several brands. The rule comes from Portaria SPA/MF No. 827/2024: three brands at most per authorisation (art. 5), each with its own domain. Beyond that, the company needs another authorisation (art. 7 § 4). In Europe, people tend to think one licence, one brand. Brazil is set up differently.

On this page, then, the "Licence holder" column often tells you more than the brand name does. It shows groupings that the sites' branding keeps out of sight.

Why doesn't OddScore track these bookmakers?

The regulatory list and OddScore's coverage answer two different questions. The SPA/MF says which companies may run fixed-odds betting in Brazil. OddScore shows which operators are currently plugged into its odds comparison.

A few names in the Brazilian register match operators OddScore tracks in other markets. They're still separate Brazilian legal entities. Until the match has been checked market by market, this page shows no "Tracked by OddScore" badge. I'd rather show nothing than stick a badge on the wrong company.

Bonuses and free bets: what the rules say

In Brazil, bonuses have been overtaken by something bigger: since 25 September 2026, fixed-odds betting itself is banned. Provisional Measure (MP) No. 1,394 bans the operation, offer and advertising of fixed-odds bets nationwide. It also revokes most of Law 14,790/2023. That includes article 29, which banned advance bonuses.

The measure isn't final yet. Congress has until 23 November 2026 to vote on it, and challenges are pending before the Federal Supreme Court (STF). If Congress rejects or amends it, the rules on betting and on bonuses could shift again. So this section describes the situation on the date below, and nothing more.

Why does the list keep changing?

A regulatory list is never finished. The SPA/MF regularly publishes new authorisation orders. It corrects some of them, records a brand being added or changed, and can suspend or withdraw an authorisation. The market is young, so these moves come faster than in markets that settled years ago. Always read the last-verified date together with the list.

An SPA/MF authorisation also changes nothing about the risks you take on once your stake is placed. Those are covered in the risks of sports betting.
